This is an obscure feature that provides backwards-compatability with
my existing archives.

`changelog' accepts a `--untagged' feature to generate output with

	# line of development: ...

instead of 

	# tag: automatic-ChangeLog--...

When `dopatch' or `commit' auto-updates a ChangeLog, it generates an
untagged CL to replace a an untagged CL and tagged for tagged.  That
prevents conflicts when rebuilding an old revision by patching.

Whether untagged ChangeLogs will be useful in other circumstances or
not -- I dunno.
